State aid: Commission adopts guidance on training aid and aid to disadvantaged and disabled workers

The European Commission has adopted two guidance papers setting out criteria for the in-depth assessment of large amounts of training aid and of aid to disadvantaged and disabled workers. The guidance outlines the kind of information required by the Commission for its assessment and the assessment methodology, which is based on the balancing of the positive and negative effects of the aid. The criteria are in line with the Commission's refined economic approach in state aid analysis, based on the principles set out in the State Aid Action Plan (see IP/05/680 and MEMO/05/195 ). They are part of the Commission's efforts to clarify and simplify state aid rules.

Community programme for employment and solidarity - PROGRESS (2007-2013)

The aim of the future PROGRESS programme is to provide financial support for the implementation of the European Union's objectives in the field of employment and social affairs. It will thus contribute to the achievement of the Lisbon Strategy objectives. PROGRESS, the budget for which is 743 million, will finance analysis, mutual learning, awareness-raising and dissemination activities, as well as assistance for the main players over the period 2007-2013. The programme will be divided into five sections corresponding to five main fields of activity: employment, social protection and inclusion, working conditions, diversity and combating discrimination, and equality between women and men.

Strategy against illegal, unreported and unregulated fishing

The Commission presents a comprehensive strategy to combat illegal, unreported and unregulated fishing (IUU) which endangers the economy of the fisheries sector, fish stocks and the marine environment. The measures proposed would restrict access to the European Union (EU) market to those fishery products certified compliant with regulations by the flag State or by the export State in question. It also provides for surveillance of activities at sea, identification of IUU operators, improved implementation of legislation in the fisheries field and better application of sanctions in the event of infringements being committed. The initiative falls within the scope of the Community action plan to eradicate IUU fishing adopted in 2002 and follows on from actions carried out internationally (FAO, RFMO).

Comisia UE adoptă măsuri severe împotriva sclaviei moderne și abuzului sexual asupra copiilor

Comisia Europeană a adoptat astăzi două propuneri de noi norme în vederea intensificării luptei împotriva traficului de persoane, precum și a abuzului sexual asupra copiilor, a exploatării sexuale a copiilor și a pornografiei infantile. Aceste noi propuneri înlocuiesc legislația existentă care este în vigoare din 2002 și respectiv 2004. Noile propuneri vor garanta alinierea deplină la cele mai înalte standarde europene, vor asigura o mai bună asistență victimelor și acțiuni mai stricte împotriva criminalilor vinovați de abuz sexual asupra copiilor și de trafic de persoane. Propunerile tratează, de asemenea, tehnologiile din cyberspațiu care evoluează rapid.
